Training Grant message from Marion Boon

TO: All SAR Teams receiving funding for the 2003-2004 Disaster Services Training Grant Initiative

  • Groups should ensure that they are in contact with and are keeping their host municipality informed re their progress on the training courses to be conducted this year, e.g. scheduled course dates, copy of the Class List. This is critical. The groups should also keep their Disaster Services District Officer informed of what is happening.

  • Municipalities have now received a grant Compliance form for the SAR training grant money which they must complete and submit to the Grants and Administration Branch of Municipal Affairs. The municipality needs to know what courses were conducted, the date(s) of the courses and the numbers that attended in order to complete the Compliance report. Should the municipality come to the conclusion that no training has been done or will not be done before March 31, 2004, they are required to return the grant money to the Provincial Treasurer. Once the money comes back to the Government, there is no way that it can be returned to the municipality should the SAR group contact them a month or so later asking for the grant money as they have now completed their training. Municipalities must complete a Compliance report for all grants received; failure to report on a grant may jeopardize their eligibility for all other Provincial Government grant programs.

  • All the training courses must be completed by March 31, 2004.

  • If a SAR Group has identified that they will not be conducting a course or that they need to provide a different course, they must let their respective Disaster Services District Officer or myself know immediately. We may be able to approve a change of course or use the money for SAR training elsewhere, but I do need to know before the change is made. I have attached a listing of our District Officers with telephone numbers, etc.

  • And I still need Class Lists. As you can see from the attached spreadsheet, not too much has arrived so far. Senior management regularly ask for statistics on programs, and these numbers to date are not impressive. I do appreciate that the SAR groups are busy conducting the training courses they requested and that it is just a case of the paperwork not getting done. However, it does put me in a bind. Please submit Class Lists for training courses as soon as the course is completed, and provide a copy to the municipality.
